She is particularly skilled in managing roadway and transit corridor studies and environmental analyses that feature multi-agency collaboration and high levels of stakeholder participation and public involvement. Claire loves roaming around the mountains on skis, bikes, on foot, and by horse (and often wearing sequins). When she’s closer to home, you can find her playing pickleball or initiating impromptu dance parties.

Shane Marshal 2019 Headshot.jpg
SHANE MARSHALL, PE

Shane has 30 years of experience leading teams, task forces, and committees and building consensus among entities with varied interests and priorities. His successes as UDOT’s Deputy Director, Region 3 Director, and Environmental Director centered on his exceptional communication skills. Mehrnaz Fereydouni 2021-2.jpg
MEHRNAZ FEREYDOUNI
TRANSPORTATION PLANNER

Mehrnaz has a keen eye for equitable urban design and knows how to calibrate StreetLight Data analysis to understand walking and biking demand in diverse contexts. She organizes and leads educational walk audits that address the disparities between existing conditions and ideal complete street policy and design. Mehrnaz is a goal-oriented strategist and analyst. She also loves the gym and french fries and believes a good cocktail can fix just about anything.

Matt Seipold_Blue background.png
MATT SEIPOLD, AICP
TRANSPORTATION PLANNER

Matt is frequently involved with multimodal and active transportation plans, programming, and outreach that promotes complete streets and equity in active transportation. He enjoys producing maps, infographics, and written content that clearly communicate accurate, qualitative, and quantitative data for communities. Matt is currently working on increasing his comfort level of wearing button-up shirts that aren’t plaid and flannel, traveling with his pup, and testing the limits of his Subaru in the desert.

EMILY ANDRUS, PE

Emily’s professional experience is balanced across active transportation planning, traffic calming, StreetLight Data analysis, and traffic modeling. As an engineer, she understands the design constraints of roads and right-of-way and how to best integrate practical, multimodal transportation solutions into the unique communities they connect. She has authored more than 60 traffic impact studies and is also a St. George Planning Commissioner. When Emily is not making roads safer for all users, she is cultivating her green thumb in the desert and mastering the hobby of crochet.

Derrick sharp.jpg
DERRICK SHARP, GISP

Derrick is a GIS guru and the director of Horrocks’ Innovative Technology Solutions Department. He has worked with MPOs, DOTs, and municipalities to plan, design, program, and implement complex spatial solutions. Derrick works with clients to identify business process pain points and develop solutions that increase quality and efficiency. He is an expert backyard griller, bonsai artist, solutions developer, and all-around complexity chaser.

Zach Scott.jpg
ZACH SCOTT, PLA

Zach is a Professional Landscape Architect, specializing in access management plans, trail feasibility studies, trail master plans, regional park designs, aesthetics plans, and local park improvements. He regularly produces conceptual designs, 3D modeling, and construction documentation and specifications. Zach changes hobbies more frequently than he changes his clothes. At the top of his current list are locating the elusive Ptarmigan in the high Uintas with his two Vizslas. He is also a firm believer that any project worth doing is worth DIYing.

Brian Kolbe Horrocks Background.png
BRIAN KOLBE, PE

Brian has designed more than 50 miles of trail and bike facilities and currently has almost daily interactions with UDOT contractors on costs and constructability while designing active transportation facilities. He is a Parley’s Rails and Trails Board Member, which dovetails perfectly with his design expertise. On the top of Brian’s wish list is an urban lid placed over I-80 at the 1300 East interchange. Brian is a cheesehead who splits his weekends between playing in the mountains and Home Depot. Cosmically, his vacations seem to always include something involving bike/ped designs.
